(g) Â âlocal authorityâ means a local government, an autonomous or semi-autonomous body or authority of the Government, a public sector organization or body having administrative control over a school or empowered by or under any law to function as a local authority;
(h) Â âparentâ includes a person having the care and custody of a child or a guardian appointed by a court;
(i) Â Â âprescribedâ means prescribed by rules;
(j) Â Â ârulesâ means the rules made under the Act;
